三、组织领导

为做好全市教体系统预防雨雪冰冻恶劣天气应对处理工作，保障师生人身生命财产安全，依据《xxx突发事件应对法》、河北省人民*《关于全面加强应急管理工作的.意见》（冀政【20xx】24号）及泊头市教育体育局《泊头市教体系统突发事件应急预案》规定要求，结合我市实际，制定本预案。
一、指导思想
以国家、省、市《安全生产法》为依据，以维护广大师生员工的生命财产安全为目标，积极开展各种应对雨雪冰冻恶劣天气的预防应对工作，确保全市中小学、幼儿园冬、春季各项教育教学工作的顺利开展。
二、工作原则
统一指挥，分级管理，整体联动，落实到位。
三、编制依据及适用范围
该预案依据《xxx突发事件应对法》和河北省、沧州市《关于加强应急管理的工作意见》等有关规定制定，适用于全市各中小学、幼儿园。
四、组织机构

（三）应急措施
1、实行一把手责任制
（1）教体局主要领导负责全面工作，分管领导具体指导中小学、幼儿园抓好落实。
（2）教体局班子成员抓好所包片中小学、幼儿园的落实工作。
（3）中小学、幼儿园校长或园长负责抓好本单位各项工作的落实。
2、中小学、幼儿园要及时掌握和处理因雨雪冰冻造成的安全隐患，包括学校的校舍等建筑设施，车棚、篮球架、宣传栏、旗杆、电线等设备设施和花草树木等，出现损坏及时修复。
3、实行灾情一日一报制度。
As we all know one’s life is full of unexpected events some of which are wonderful and some of which are disastrous. Those heavy blows such as floods snowstorms and earthquakes threaten to weigh one down.
